Whats wrong with my hair like this?

like my hair is really curly and yea some of my hair is frizzy but some of it is really smooth and silky. but like by my ear i have this glob of hair thats like unsmooth and very frizzy and just feels weird. it looks totally different from rest of my hair and i tried really washing that part well and conditioning it. that part of hair is like frizzy and uneven like not smooth like a cm of that hair is thin but then its thick and curls a little and feel just weird and tought. help plz!
